I’m thinking…
A 2.5d phone game where you flick something like a fish.
Your finger’s velocity but not position controls your velocity.
You decrease to a stop in about 2 seconds of letting go.
You can apply brake by holding your finger still

Visually I’m thinking
a bit like ori and the blind forest but underwater -one point-light next to you
Loads of rocks super low-poly with good rgb, roughness and normal maps about 256 pix square

Rocks bounce you with physics rules
You bounce some rocks?

Water movement controls your movement?
