Performance simulation

So, I’m working with a reasonably powerful system - (a Threadripper paired with a 1080Ti), and I’m having trouble assessing how my game will behave on lesser hardware.

While performance is a complex thing and depends on many factors, it would still be useful to have a function where Armory is made to just waste a set amount of CPU or GPU time each frame. You set it to waste 8ms, and you have an idea what will happen if you run on a gpu with half your power. You set it to 16ms, and you see what happens when you drop down to 30 fps. This wouldn’t be accurate of course, but it would maybe serve as a reasonable approximation.

Also limiting Armory to a set amount of CPU cores would be helpful.
